About Luther Consulting
Since its founding in 1998, Luther Consulting, LLC has pioneered integrating technology into public health research and program evaluation. While we worked with many different public health agencies, our attention kept returning to the inherent problems that come when tracking the communal spread of diseases. We especially dealt with issues stemming from the information loss that happened when agencies didn’t have an effective data management system. Poor data data systems can hinder the work of public health staff.
Many existing data management products are difficult to use, meaning that your staff will have to spend more time loading and organizing information under ineffective data constraints. Other robust systems can handle the load but need in-house IT knowledge to build and operate a cloud-based data center. The solution to a versatile disease surveillance system combines a user-friendly interface with the experts that keep data secure.






Our Mission
Luther Consulting, LLC, is committed to helping build a better society for present and future generations. Our mission is to develop software used to improve the human condition through public health, social service, and health education interventions. We provide software and services that help our customers prevent the spread of disease, drug use and abuse, and homelessness, as well as promote social justice for youth, the economically disadvantaged, gay and lesbian people, and other underrepresented populations.
We develop software to collect program research data to help policymakers and practitioners make well-informed policy and program decisions that will improve health outcomes, increase economic opportunities, and ensure justice for all people. We want to effect positive changes in our society and in our world, especially for low-income, low-achieving, and underrepresented populations.
Luther Consulting, EvaluationWeb, and Aphirm
Finding a better way to track the spread of HIV for the CDC, Luther created EvaluationWeb®. This innovative collection and reporting system made nationwide disease surveillance simpler and straightforward. In practice, states could upload or directly key in their mandated HIV data through a web-based portal, and EvaluationWeb collates all information into pre-formatted and custom reports. The system’s flexibility allowed the CDC to fully grasp the extent of HIV and make better decisions that helped control the spread of the disease.
Building on that success, we expanded the core system of EvaluationWeb to create Aphirm, a more flexible and disease agnostic. Today, we serve federal agencies, state public health departments, and community-based organizations with the ability to track diseases like HIV, hepatitis, measles, COVID, and mpox. Aphirm is also agile enough to respond quickly to the next big threat, so your department can use accurate data to form an informed action plan.
